On 15/12/2023, the "Reservoir Impoundment Ceremony of Nam Sam 3 HPP” was successfully organized by SCI as the EPC Contractor in cooperation with the Employer – Nam Sam 3 Power Company Limited (NS3PC), a company under Phongsubthavy Group (PSG).
Under witness of the representatives from Ministry of Energy and Mines, Investment Promotion Department, Investment Policy Department, Energy Business Department, Safety Engineering Department, the Governmental Agencies of Houaphanh province; Department of Energy and Mines headed by the Secretary cum Chairman of Houaphanh province, as well as the representatives from the Contract Engineer of Ministry of Energy and Mines, LJ Hydro Consultancy (LJHC) – the Employer’s Engineer at site. The special attendance at the ceremony also includes the leaders from Electricity of Viet Nam (EVN).
Before proceeding the impoundment, along with the finalization of legal papers and certificates qualified for the impoundment requests, the Project Management Board and the Employer’s representatives, the Employer’s Engineer in close cooperation with the local authorities have well given prior notification, broad guidelines to local villagers and relevant parties at downstream and upstream of the project, at the same time, well noticed of the impoundment time, plan and the emergency action plan. All activities are aimed to guarantee an absolute safety for the local villagers’ assets and lives during the impoundment period.
The reservoir has full supply level of 595m, minimum water level of 560m, total capacity of 443 mio. m3 as well as the operating capacity of 273 mio. m3. The structures at headworks are constructed in complete conformity to the design, the hydro-mechanical valve gates are passed the Dry Test to ensure the criteria for the reservoir impoundment.
In his speech, Representative of SCI Group – Mr. Luu Minh Thanh has given summary of the obstacles and challenges during the project performance and expressed his sincere gratitude to SCI’s employees in service for the project and showed strong determination to put the project into operation as per the target schedule.
