On 5th Jan 2024, at Vientiane Capital, Lao PDR, SCI Group has signed the Memorandum of Understanding (“MoU”) for the feasibility development study of the hydropower project cluster named Nam Khien 1, Nam Khien 2 and Nam Khien 3 at Nong Het District, Xiangkhouang Province.
The signing ceremony was attended by Ph.D Sthabandith Insisienmay - Deputy Minister of Planning & Investment; Mr. Outakeo Keodouansinh - Office Chief of Ministry of Planning & Investment; Ph.D. Vanthana Nolintha - Director of Investment Promotion Department - Ministry of Planning & Investment; Ph.D. Sinava Souphanouvong - Deputy Minister of Energy and Mines, Khamso Kouphokham - Office Chief of the Ministry of Energy & Mines, Mr. Bouangeun Houmxaiyaphom - Vice Chairman of Xiangkhouang Provincial People’s Committee, Mr. Khamphouy Nola - Director of the Planning & Investment Department, Mr. Mr. Touyang Yongva - Chairman of Nong-Het District People’s Committee. The representatives from SCI Group included Mr. Nguyen Cong Hung - Chairman; Mr. Nguyen Van Phuc - General Director and Mr. Nguyen Van Nghia - Deputy General Director.

Refer to the MoU, SCI Group shall take actions as developer, consultant, and designer for the hydropower project clusters of Nam Khian 1, Nam Khian 2 and Nam Khian 3 with total capacity of 50MW. These projects are located on Nam Khian river, Nong Het District, Xiengkhuang Province, Lao PDR.
SCI has gained more than 20 years of experience in the construction and renewable energy industry. This is the first time SCI takes initiative in studying and developing a new hydropower project cluster in Lao PDR.
SCI Group has expressed it’s commitment to make full efforts in taking the essential steps to guarantee execution of the project in due schedule, high efficiency and facilitate the sustainable development.
The MOU signing ceremony for the hydropower project cluster of Nam Khian 1, Nam Khian 2, Nam Khian 3 is considered as a significant milestone in cooperation between SCI Group and the Government of Lao PDR. These projects are expected to contribute greatly to the provincial socio-economic development of Huaphanh province in particular and Laos’ in general.
