On February 13, 2025, in Hanoi, the Vietnam Electricity Group, the Project Management Board of Electricity 3, and the Consortium of Contractors organized the signing ceremony of the Package 02XL-BA “Construction of Bac Ai Pumped Storage Hydropower Plant - Phase 2, Batch 1, under the Bac Ai Pumped Storage Hydropower Plant Project - Ninh Thuan Province”.
Attending the signing ceremony were the representatives of the State Capital Management Committee at Enterprises, the Department of Electricity and Renewable Energy under the Ministry of Industry and Trade, leaders of Vietnam Electricity Group, leaders of Project Management Board 3, and the Consortium of Contractors of the Package 02XL-BA.
The Bac Ai Pumped Storage Hydropower Plant project in Ninh Thuan Province was approved by the Prime Minister in the National Power Development Plan for the period 2021 - 2030, with a vision to 2050.
The project has a capacity of 1,200 MW, including 4 turbine/pump units - generator/engine units with a capacity of 300 MW per unit. The total investment for the Bac Ai Pumped Storage Hydropower Plant project is about 21,100 billion VND, with the capital for the project arranged from loans and EVN's allocated funds. It is expected that by December 2029, the first unit will be generating electricity, and the entire project will be completed by May 2031.
Package 02XL-BA is the main construction package of the project with the scope of work including the major tasks: Construction and installation of equipment for the main works: including the pressure tunnel, upstream surge tank, underground power plant, and 500kV switchyard, discharge tunnel, lower surge tank, and downstream valve tower.
Along with that are underground construction tunnels and alleys, roads serving construction and operation, the 22kV construction power supply system; construction and domestic water supply system; auxiliary works, and construction camps.
Through the nationwide open bidding process via the Internet, the Consortium of Contractors: Lung Lo Construction Corporation, Song Da Corporation, LILAMA 10 JSC, SCI E&C JSC, Construction Joint Stock Company 47, Truong Son Construction Corporation, and Vietnam Construction and Import-Export Corporation JSC won the bid for Package 02XL-BA with a value of 4,334 billion VND.
The contract execution period is about 81 months, with the schedule for generating electricity as follows: Unit 1 in December 2029, Unit 2 in April 2030, Unit 3 in August 2030, Unit 4 in December 2030, and the completion of the entire contract in May 2031.
Speaking at the signing ceremony, the representative of the leaders of Vietnam Electricity Group stated that this is the first pumped storage hydropower project to be constructed in Vietnam and is one of EVN's key projects to be implemented in 2025.
During the investment preparation and project implementation, EVN received close attention and guidance from the Government, the Ministry of Industry and Trade, the State Capital Management Committee at Enterprises, as well as strong support and close coordination from the People's Committee of Ninh Thuan Province and the provincial departments to develop the construction organization plan, select suitable contractors, and ensure safety, progress, and quality requirements of the project.
Vietnam Electricity Group assigned the task to Project Management Board 3 and the Consortium of Contractors for Package 02XL-BA to manage the project and organize the construction, ensuring compliance with quality and environmental requirements. They will focus on mobilizing resources and equipment to accelerate progress, striving to complete the project according to the planned schedule.
