On the afternoon of November 4, 2024, in Vientiane, Lao PDR, the signing ceremony of the Project Development Contract (“PDA”) for the Nam Khian 1, Nam Khian 2, Nam Khian 3 hydropower project cluster took place between the Government of the Lao People's Democratic Republic and SCI Energy Co., Ltd. – a subsidiary owned by SCI Group with 100% capital.
Representatives of the Laos’ Government in the PDA signing were Mr. Sathabandid Insyxiengmay – Deputy Minister of Planning and Investment of Laos, Mr. Chanthaboun Soukaloun - Deputy Minister of Mines and Energy and Mr. Kham Phoy NOLA - Director of the Department of Planning and Investment of Xieng Khoang Province. Representatives of the Developer - SCI Energy Co., Ltd. were Mr. Nguyen Cong Hung - Chairman of the Board of Directors and Director concurrently, and Mr. Hoang Dinh Trong – Deputy Director. The Ceremony was also attended by leaders and officials from various government and provincial departments, as well as SCI Group personnel.
The Nam Khian hydropower project cluster is a ladder consisting of 3 projects: Nam Khian 1, Nam Khian 2, Nam Khian 3 with a total installed capacity of 85 MW constructed on the Nam Khian mainstream (a tributary on the left bank of the Nam Mo River). Situated in Xieng Khuang Province, Lao People's Democratic Republic, the project cluster is approximately 2.8km northwest of the Vietnam-Laos border.
The Nam Khian 1, Nam Khian 2 and Nam Khian 3 hydropower project clusters, developed by SCI Energy Co., Ltd. who signed an MOU with the Lao Government on January 5, 2024, to facilitate study and investment. The Lao Government granted temporary approval for the Feasibility Study Report (FS) of the Project on May 22, 2024. On October 21, 2024, the Prime Minister of the Lao People's Democratic Republic authorized the Ministry of Planning and Investment to sign a project development contract with SCI Energy Co., Ltd. .
Nam Khian 1, Nam Khian 2, Nam Khian 3 hydropower project cluster is being invested to effectively harness green energy sources, once operational, these projects will supply electrical energy to Laos’ provinces and export it to Vietnam to meet rising electricity demands, contributing to ensuring energy security of Laos and Vietnam, boosting export-import turnover between the two nations, promoting social security development, enhancing social welfare, strengthening national border defense in the project area, and further reinforcing the bond of solidarity between Vietnam and Laos.
