In the morning of 23rd Sept 2022, the Chairman of BOD - Mr. Nguyen Cong Hung and several representatives of the Project Management Board as well as functional departments had a site inspection at series of hydropower projects in Phong Tho district, Lai Chau province.
The leaders of SCI Group has checked and been reported with the details of each work progress at Nam Lum 1 Hydropower Plant and Nam Lum 2 Hydropower Plant by the EPC contractor, SCI E&C JSC and the Owner, SCI Lai Chau JSC.
As planned, Nam Lum 1 Hydropower shall feed in the national grid in the last quarter of this year, therefore, the progress of plant is the top concern of the leaders. Till date, the consolidated concrete reinforcement has been completed at the headrace tunnel, set to be 3m of diameter and 2.020m of length. The operation building has completed of construction, installation, and testing of equipment. The main dam has been finished up to the elevation of 996m by gravity concrete. All works are in ready status for reserving water at the reservoir.

The function of Nam Lum 1 reservoir is storing and regulating water for power generation of plant at operation. It is also the place designated for flow regulation, ignoration and reduction of flood, providing better environment at Ban Lang commune and Dao San commune, Phong Tho district. Nam Lum 1 reservoir is designed with the total capacity of 154.000 m3 at the dam height of 21.7m and the dam length of 21.5m. It is reported by SCI E&C JSC- the EPC Contractor of the project that during the construction process, total quantity of soil and rock excavated is up to 40,121 m3. The construction and renovation of the reservoir bed are following survey regulations, providing information of hydro-meteorological monitoring as required. All teams are currently focusing on cleaning and constructing the safety corridor of system in reservoir bed.
During the site visit, the representative of SCI Lai Chau JSC shared that the Owner has managed all works closely with the EPC Contractor throughout the construction process. SCI Lai Chau JSC has also planned that the project’s reservoir shall be managed to ensure the principle of regulation and distribution of water resources and the flood discharge warning in normal and emergency situations upon operation. The warning at operation includes minimum time of notification before opening the first discharge gate; warning signal; warning period; warning location; and responsibilities of related organizations and individuals in issuing, transmitting and executing flood discharge orders; as well as the responsibility of related organizations and individuals in issuing, transmitting and receiving orders of flood discharge warnings.

Up to now, all works of Nam Lum 1 hydropower plant have reached the minimum required progress to be able to close the bottom outlet for reserving water at the 1st stage. Instructed at the construction site, Mr. Nguyen Cong Hung acknowledged the high determination, enthusiasm and responsibility of the Owner and EPC Contractor to keep working well at the plant till the final stage. The top leader of SCI Group also emphasized that it is the highest priority to focus on quality and technical requirements assurance during construction, thereof, all parties are required to continue to investigate and review each calculation to ensure the dam safety during reservoir operation, increasing the monitoring work in parallel with completing the legal documents for acceptance.
At the site visit, the Chairman of BOD has met the Project Management Board of Nam Xe Hydropower plant. The top leader of SCI Group has requested the Project Management Board to focus on the quality of plant, finishing materials, the equipment operation capability, especially the technical system, meanwhile, concentrate with all resources to take advantages of the dry season to complete the project timely. Nam Xe Hydropower Project is invested by SCI Lai Chau JSC, with the investment amount of more than 700 billion VND. The project capacity is 20MW and the estimated time of completion is 2023.
