On the morning of December 19, 2025, the groundbreaking ceremony for the Huong Phung 1 Wind Power Plant project took place in Quang Tri Province. The event was part of the program of groundbreaking, inauguration, and technical commissioning ceremonies for projects celebrating the 14th National Congress of the Communist Party of Vietnam.

The Huong Phung 1 Wind Power Plant Project was approved by the Prime Minister under the Implementation Plan of the Power Development Plan VIII. The project is located in Huong Phung Commune, Quang Tri Province, with an installed capacity of 30 MW, comprising six wind turbines and a total investment of more than VND 1,129 billion. Its average annual electricity generation is estimated at 88.55 million kWh. The project is expected to be completed and put into commercial operation in the fourth quarter of 2026.
The entities participating in the project’s design and construction include: the consortium of Power Engineering Consulting Joint Stock Company 3 (EVNPECC3) and VATEC Energy Consulting Co., Ltd., responsible for surveying and design; the consortium of SCI E&C Joint Stock Company and SCI Consulting Joint Stock Company, responsible for the wind turbine package; TOJI Group Joint Stock Company, responsible for constructing the 110 kV substation and 110 kV interconnection line. Construction supervision is carried out by the consortium comprising Power Generation Corporation 1 (EVNGENCO1), EVN International Joint Stock Company, and VATEC Energy Consulting Co., Ltd.
During the ceremony, representatives from the SCI contractor donated VND 300 million to Huong Phung Commune to support underprivileged families, build community houses, and implement local social welfare programs.

Once operational, the project will provide a stable source of clean energy to the national power grid, helping to alleviate power shortages. Beyond its environmental and energy benefits, the project will create jobs for local workers during both the construction and operational phases, while providing a steady revenue stream to Quang Tri Province’s budget, and contributing to infrastructure and service development-further promoting the local renewable energy strategy.
